It begins with a solo in the 3rd clarinet part in its rich, low register (in 3/4 time) followed by development of the opening theme in which the melody moves to the 1st clarinet. The middle section contains a march featuring the 2nd clarinet followed by the melody in the 1st clarinet (with a spirited accompaniment in the 2nd and 3rd clarinets). The main theme is then restated, now in 4/4 time, in a joyous conclusion to the piece.
