Ab 1925 wirkte er als Kapellmeister an den Rundfunksendern Dresden und Leipzig, sein Schaffen als Komponist fand weite Verbreitung im In- und Ausland. Er starb 1964 und ist in seiner Geburtsstadt Dresden, der er lebenslang innig verbunden blieb, begraben. Im umfangreichen Oeuvre Blumers nehmen Werke für Bläser einen großen Raum ein, angeregt durch die Zusammenarbeit mit dem Bläserquintett der Dresdner Staatskapelle. In seinen Werken erweist sich Blumer als Meister einer unterhaltsamen Musik im besten Sinne. Die üppige Harmonik und harmonisch bestimmte Melodik seines Stils bewegen sich auf höchstem Niveau.
